Registration for EU citizen, how long?

How long does it usually take for an EU citizen to receive their certificate of registration?

Asking for a friend, she filled out the paperwork at the local poliisiasema 4 weeks ago and still hasn't received her certificate and is getting a bit antsy since she needs to sort out her banking and can't get a henkilotunnus without the cert.

We got ours in under 2 weeks but maybe we were just lucky? She's in Hämeenlinna, wouldn't think they're exactly drowning in emmigrants there...

Well shes been back to the anthill then? Maybe the didn't like the needle she brought and they want another.
