Your application will most likely be turned down. Usually it's the employment office that decides work related permits and in your case they will find no reason why a non-eu living abroad should be hired for a cleaning job that doesn't require any special skills.

No, you are wrong. 2-3 years ago SOL imported 200 chinese workers for cleaning. They wanted to import more but then there were some corruption issues and the project was scrapped. Anyway, employment office didn't tell them to look for workers in Finland or EU.
