Domestic violence abroad

I would like to know what a Finnish citizen can do if she is the victim of domestic violence in another European country which does not provide adequate protection especially if the bully is an enforcer of the law.

You do not mention the country so then it makes it hard to be specific. Contact the Finnish embassy and ask? I don't think they can directly interfere though. However, regardless of the location is there another solution to domestic violence besides moving out and optionally filing charges (from abroad if needed)?
