I am looking to open a non-Finnish online only foreign bank account that accepts applications online or by post without my needing to show up at their branch with my passport. The passport notorized from Maistratti can be posted to them if required.
Sometime ago, somebody posted a link about a France based bank account but now I cannot find it on the forum. does someone remember the name or any other bank with the above conditions?

Being present isn't mandatory, but without checking who you are, they must be extra careful. Eg. you open account, no problems there -> you put 2k to your new account, no problems -> you put 12k to your account -> booom! Paypal Luxembourg was granted a bank license a while ago. Never researched what is the different procedure to open a general paypal account vs one that counts as bank account. They will have to have procedures installed against the money laundering Upphew mentions.

Money Laundering regulations and KYC compliance is not a problem.Cannot find a website or contact info for Paypal bank account opening in Luxembourg.
