Can a dog pee in the city?

Post by dsi11 » Wed Mar 23, 2016 7:46 pm

Obviously dogs in the city need to pee somewhere but I was confronted by an angry old woman who said that it is Finnish city bylaw (my translation) that my dog is not allowed to pee in the city streets near (or on) the apartment buildings.

Is this true?

For what it's worth, I walked my dog in the park for an hour, where he does his pee, and then we went past the apartment buildings on the way back (so his paws are less dirty). As males do, he lifts his leg dozens of times but, at the end of the walk, nothing comes out. She said she saw lots of piss come out.

I do not own a dog, so no personal experience, but I have seen people pee on the side of the road, so not sure what is the tradition.

I'm pretty sure there is no law or regulation (housing company rules could had effect on their own plot) as such. In principle if it caused actual damage one could consider the dog owner liable, but I have never heard about that in practice.

As matter of good manners I'd try to make the dog pee somewhere there is soil or grass underneath and no metal or painted surfaces, never heard of any legal problems for failing to do so.

If I would own a dog (which I don't) I would have it trained well enough to pee only when I tell him too, not against someones wall / door / steps / property. Teach it to pee in the water drain at the side of the road.

I have a local problem with some "@$$h0le" that lets his dog pee to my "aita" entrance, I installed a camera with motion detection to find out who's dog it is... The dog owner will have to clean it himself with soap and hot water and I will upload a video to youtube when I catch him and when he cleans it...  (with a blurred face of course)

About the camera, privacy laws forbid you (automated) record public area / street, but EU court ruled that it is allowed when it is done to protect your own property. :lightbulb: (don't ask me for the source of that, it has been more than 4 years since I read it  )

Ordinances were repealed with the Public Order Act:

https://www.finlex.fi/fi/laki/kaannokse ... 030612.pdf

This act only controls the pooping of dogs in Chapter 4 Section 1: "ensure that the dog's faeces are not left on the ground in a maintained section of a built-up area."

If it was explicitly forbidden, it would be listed among the Acts here:

I doubt the case was about a fundamental right to do so. Most likely the applicability to member states is that EU legislation does not prevent recording public area for protecting own property. I would investigate local laws before doing so.

Muahahahahahaaaa yeah, good luck in getting (or making, lmao) any dog owner to clean, let alone wash the pee him/herself with soa and hot water off your aita. *still laughing with tears in my eyes* . I'd like to be there to film that with my kännykkä when you try to do that.
Oh, good grief, thanks for the laugh, I needed that.

As Betel there pointed out, it hasn't really been restricted. It is a general requirement/good manners to pick up poop, though, which I see as a reasonable request if you have to walk your dog along city streets - but even that hasn't really been that strictly enforced. As a former dog owner, I always picked up the poop in city areas (if that happened) but not in deeper forests or ditches. If any person has to walk along dirty, soiled ditches anyway, it's their problem.
As a common courtesy, I planned the walks so that the dogs would get to pee in the park or any grassy area or with trees around.

I'm more annoyed with the damn people pissing all over the corridors, street corners and doorways, usually drunk.

Glad that I made you laugh, that was my good deed for that day

In case I catch the guy (or Girl) with the dog, I will gladly send you an invite to come and film it with your mobile. (In case there is any doubt with you that I actually can make the guilty one do that while apologizing to me  ).

However no luck so far, I have recorded with movement detection for a while now (since last post) and have not found the incident repeating itself, I guess the obvious placement of the clearly visible camera might have something to do with that  Also my communication with the local dog owners about this matter (and the camera) might have helped significantly. Soon it will be enough to have the "dummy lights" blink and stop recording at all.

It seems that the goal of my action has been accomplished, no more pee at my aita.

It was actually about a man that had his car damaged by his neighbour all the time, he placed a camera from his window facing the street where his car was parked, he recorded the neighbour damaging his car on purpose. This was brought to trial and the evidence was dismissed as unlawful obtained (footage) evidence since it was an automated recording of a public area (street) without permission of the local government (privacy law). The case was thrown out of court because of lack of evidence, several appeals followed THEN the guy went to EU court and they overturned the dismissal of the evidence based on the right to protect your own property. After the evidence was admitted, the neighbour had to pay up for all legal fees and the repainting of the car.

I will try to find the source but ...it can take a while

EDIT:
Correction, I found a more recent ruling of the CJEU of December 2014. Seems law is starting to catch up with technology
http://curia.europa.eu/juris/document/d ... cid=440706

It seems I have to reposition my camera so that it does only see the Aita and not the faces of people passing by, ..ok I will place the camera one floor higher facing down on the aita, still enough to identify the dog but not enough to identify anyone passing by, problem solved

Certainly you have to clean up after your dog, like in any civilized country.

Now that snow has melted... there's everywhere dog shiits.... wow, yesterday I was in a notorious area of the town.. and man..there's shiit tons of dog shiits..

I was calculating on my head as I walked through the area that... if there's 100 dogs in the neighbourhood and they shiit 100 grams a day. So, during winter, 90 days x 100 x 100g = 900 kg shiits are scattered there... hopefully, they start cleaning the streets now that the snow's been gone.

because those prick dog owners can't think that if the snow melts then dog shiit will make its way to the street. These people should be fined minimum 600€.
