Btw, last I saw, unemployment among Germans in Finland was lower than that of native population.

The one who abuse the system should be shown door promptly, I am not sure why the bureaucracy took 3 years to make final decision.

Pretty standard time to exhaust all appeals. To get there, the matter went through three levels. This case is a good example how saving from direct costs in the court system causes costs elsewhere. I would give the courts enough money so that cases would be dealt with in months instead of years.
