Help to Raise a Grievance/Complaint with respect to Immigration

Dear All,
I arrived to Finland and had an unfortunate event of passport damage during the immigration , The immigration officer accidentally ? pulled off the passport content from the binding and left me with a damaged passport.

I had to run around to apply for a new passport which costed my time and money. I am not able to open a new bank account now and this means i will not receive salary on time.

Can one Please suggest where i can raise a grievance for this incident,
