Working in Finland with a Croatian Residence Permit

Hello,

I have a friend who is working in Croatia with a Residence Permit since he is originally from Albania.
He is currently living and working in Germany since his company has a construction work there. He does not need a German residence permit for this.
The only extra requirement for working in Germany was that he has an international insurance called A1.

My question is if a Croatian/or other EU Country company is contracted to do some construction work in Finland are their foreign employees allowed to live here with their current non-Finnish residence permit?
If so are there any extra requirements?

They are. The rules are on the EU level.
