Would I be safe returning to Finland after a short trip (either by plane or ferry) with just my Permanent Resident ID card? I currently don't have a valid passport. I'm getting so much conflicting info about this - please help me settle this?

Where are you going? Very risky. For example passports are not consistently checked at Helsinki airport and I also have had mixed experiences on the ferries to Tallinn. You could get out but not be able to get back for example. Your residence permit is not a valid travel document.

It’s not a travel document so you need a passport (or other accepted travel document for the trip) as well. Inside Schengen your docs might not be checked. Definitely do that. If I recall from another post, Someone was recently fined for not having a valid passport.

It's an offence for not having a passport, make sure you get one as soon as possible. RP is not a travel document, even in Schengen there are randoms checks, don't leave without the passport.

On migri it says passport and RP, so no need to carry the Finnish ID card right?

Permanent residency permit is not equivalent to an ID card as far as I know-even within Finland. For travelling abroad, you need to have both your passport and residency permit with you-nothing conflicting about that.

In case something happens, you always have to keep copy (paper or digital or both is better) somewhere. If you are travelling, you can keep a paper copy of ALL of your IDs, i.e. passport, residence permit, Finnish ID, et cetera in your accommodation. Also, keeps a digital copy (a photo will do) of ALL of your IDs in your devices, also back up those copies in the Cloud, assuming you use a Cloud storage service.
