if you have a work permit, don't have a full time job and have been here for less than three years contact your local employment office

If you are attending a Finnish language course, and you have signed an integration plan you are entitled to työttömyysturvan peruspäiväraha- whatever that means at least that's what the form says. Then you have to submit that form to Kela.

I had it for 3 months when työvoimatoimisto sent me on a Finnish course.
Whereas prior to that we were accessed as a couple and got 57€ a month benifit, once on the course I got integration allowance which was the full unemployement benefit (about 440€/month 3.5 years ago) irrespective of my wifes salary.

It's basically the same as "työmarkkinatuki" (the minimun compensation for the unemployed), it just has a different name. You can get it if you are an unemployed immigrant or taking a mol-course (such as Finnish "mamu" course). You have to be a permanent resident and contact your local employment office and register there.
And as Richard pointed out, if you're unemployed, your spouse's income can effect the amount you get. However, if you're taking a course, you'll get the whole amount.

Very nearly almost.
