The original quote is "bad" English. To+ past participle is not good grammar...... The whole sentence / paragraph might help.........

I don't understand it in English either.
Who authorized Roosevelt? What personal tense to use?

Translating from your language into "bad English" and then re-translating that into Finnish will yield some unusually "bad Finnish". Translating someone elses "bad English" into Finnish is just wasting time.

Not so sure .
a) Is it a question...
b) The tail end of a longer statement where the "who" is earlier stated.
c) Which tense is it in.. the "had" could be "has"
