The original quote is "bad" English. To+ past participle is not good grammar...... The whole sentence / paragraph might help.........

I don't understand it in English either.

Who authorized Roosevelt? What personal tense to use?

...auktorisoinut Rooseveltia/tin tekemään ehdotusta/taan, tai millään muulla tavalla aikaansaanut sitä...

Translating from your language into "bad English" and then re-translating that into Finnish will yield some unusually "bad Finnish". Translating someone elses "bad English" into Finnish is just wasting time.

My guess at the original English...
Who authorized Roosvelt to make this proposal, or, had in any other way acted to put it into effect

Not so sure .
a) Is it a question...
b) The tail end of a longer statement where the "who" is earlier stated.
c) Which tense is it in.. the "had" could be "has"
