I'm by no means an expert on that area, but I think it is cheap for a reason.
I had considered houses in that area, but from my basic research seemed to find there was a preponderance of social issues, at least in comparison to areas surrounding it, closer to the coastline for example.

You have to pass 2 out of 4 modules. But your first module never expires, so you just need to pass one more.
