The only computer shop I know in Kotka is AP-Data (http://www.apdata.fi). Don't know how good is it.
You should really try ordering via the net, though, especially if you want something rare like a DFI board. A good place to start is MBnet's price watch: http://www.mbnet.fi/hintaseuranta/ Here's a link to one DFI board: http://www.mbnet.fi/hintaseuranta/tuote.aspx/23123
P.S. suoritin/prosessori=processor and emolevy=motherboard

Actually Estonia is more expensive than Finland for computer parts. Now if you are coming from Estonia, right off the harbor is Ruoholahti where is the biggest store http://www.verkkokauppa.com
