Thought I'd report back on my experience trying to apply for the EC Long-Term Residence Status.
I went to the Hyvinkää police station (reached about 10.15) and tried to submit my application for the above status.
Firstly expression from the person behind the counter - complete bewilderment. She did not understand what I wanted because I had a permanent residence permit.


I told yes, but that I was not applying and pointed her to the second page in the application (there is a check box where an applicant can request for the above status). She admitted she did not know about this and referred me to the more "experienced" person who told me that my Pysyvä Oleskelulupa is valid and that is the only permit that they have.

So, I again pointed her to my application and showed her what I was applying for. They could not understand and then they made phone calls to all the different places.
And finally she said that they do not have such a permit and that the implementation of EC Directive was not yet in place. So, I asked her, why the option was there in the form. She said she had no idea.
She refused to accept my application. After talking with another member, I went back in and asked if it would suit them that I sent the application directly to the Ministry of the Interior (i.e. implying that I would if they do not follow the procedure from the Interior Ministry that applications must be submitted to the local police)! That did raise some eyebrows!
She made another few calls and finally came back and said that the Finnish law is not in effect yet and that it is likely to be ratified by the Finnish Parliament only towards June timeframe. She also added that they cannot accept the application and mentioned that I could not send it directly to the Ministry either, because the whole law is not yet in effect in Finland.
So, at the end of it all, I still have my application with me.
