Free of charge tourist visa to parents of Finnish citizen?
Are parents (non-EU and non-Finnish nationals) of a Finnish citizen by naturalization allowed to receive a free of charge Finnish tourist visa based on the right of citizens of the European Union and their families to freely move and reside within the territory of the EU?

But how do they prove to the Embassy that they have Finnish/EU citizens as kids, if they have only Non EU citizenship them-selves.?

Why would they? I am a non Eu citizen, married to a Finn, and I had to pay for my permit. You still have to pay if you want someone to do something for you, in this case the government to give you a visa. But it depends on which country your coming from. Thank for your replies guys, but I was asking about a tourist visa, NOT a residence permit. Here's what I found:
1) Members of an EU citizen’s immediate family, whatever their nationality, may travel with them. The immediate family is defined as spouse, children under 21 (or dependent children), as well as parents and spouse’s parents if they are also dependants.
2) For family members who are not EU nationals travelling with an EU citizen, the Member State(s) to or through which travel takes place may require an entry visa, depending on the nationality of the individuals concerned. This visa should be granted free of charge and without undue formalities by the relevant consular authorities.
Family members who are not nationals of an EU Member State are not entitled to the visa arrangements mentioned above when travelling alone. The freedoms already mentioned apply to non-EU national family members only when they travel with an EU citizen. Non-EU nationals who wish to travel alone within the EU have to comply with the normal visa, if required, and other requirements for their nationality.

The interesting thing is that consulate employees do not always tell that close family members can get their visas free of charge (NOT permit).
A quick look at that link seems to reveal that only family members of an EU citizen traveling together with this EU citizen to another EU country can get the visa free of charge. As a Finnish citizen is not traveling to or in Finland (he is living/residing in Finland), so the family members of the Finnish citizen cannot get the visa to Finland free of charge.
Bear in mind that the directive only concerns the right of EU citizens to enter another EU country. It doesn't cover the right of EU citizens to travel or reside in his own home country. This issue belongs to national legistration.
So, in your case your parents need to pay for the visa to enter Finland. However if your parents are traveling with you to, let's say, Estonia, then your parents do not need to pay for the Estonian visa.

So, in your case your parents need to pay for the visa to enter Finland. However if your parents are traveling with you to, let's say, Estonia, then your parents do not need to pay for the Estonian visa.
