The dual nationality thing and how/when/where was the vital bit of information that *is* the source of confusion. For the border guards as well.

So the benefits of dual nationality also have the double-edged sword liming there.

I won't take a jab at the intelligence of American border guards, but I'd apply the KISS principle:

a) US passport; Finnish Oleskelulupakortti (going to USA)
b) UK passport for travel in Europe
c) UK passport + Oleslelulupakortti for the dense people in foreign places that don't know what EU means...

How about someone with dual citizenships of Finland and US? I guess he/she need to carry two passports while traveling from Finland to US and back.

Because, as someone said, you need to show your American passport to enter and exit US border. Well Finnish Passilaki says that when exiting from Finland a Finnish citizen needs a passport (Matkustaessaan maasta Suomen kansalaisella on oltava passi). While Finnish citizen can enter Finland without a passport (Suomen kansalaista ei saa estää saapumasta maahan), but for a smooth entering it is easier just to show your Finnish passport (I guess other official documents will also do).

Anyone with experience here?

I haven't done it yet, but this is what I've been told to do. Carry both. Coming into Finland show the Finnish passport, coming into the US show the US passport. Unless they ask, I am not going to tell them that I am a dual national. Then I would also carry the UVI papers with me explaining why I am a dual national, just in case there was some kind of problem.

This is just what my US customs friend who works at the airport and a few others, as well as the internet told me to do...

Of course I have only been to holiday in Finland without my Finnish passport, so I wouldn't know from first hand experience, and I haven't been in Finland for longer than a tourist would be allowed to, so it doesn't look suspicious to the US customs when I come back.
