I have a multi-part question. Any help at all would be greatly appreciated.
a) As a new citizen (full citizen, not just residence permit) of Finland, how long must one be residing in the country to be eligible for a Kela card?
b) How long until one would be eligible for disability allowance (not pension)?
c) How much could a person expect to receive for disability allowance?
My mother emmigrated from Finland to Canada when she was only 2 years old and has recently decided to move back to be closer to family in Helsinki. She has just received her Finnish citizenship, but the move would be financialy impossible without disability support. She suffers from a number of ailments which make it impossible for her to work full-time.
