i'm delighted to hear that finland's policy towards cuba is more sane than that of the US. but that's a whole other kettle of fish!
finland's policy towards cuba is sane, but finland's policy towards cubans maybe not, if any cap finds your BF in any subway station and, he happens to have a expired visa or somehow to be illegal in finland, you can say goodbye to him, you can check him on the 'paradise island' two weeks later, but then you'll find out you're not able to travel to cuba with a US passport.
if the same happens to him in the US, then he'll stay there legally no matter what, and have all the rights any american has.
so for you both is maybe better to live in countries with an 'insane' policy towards the cuban government

voyechando, i assure you, we have no intention of going anywhere with improper documents. finland or otherwise.

and the actual law regarding travel by americans to cuba is somewhat murky. americans can travel to cuba, albeit via/from another country since there are no direct flights to the 'paradise island'. the law states unequivocally that US citizens cannot spend money there.

we have no intention of immediately going to the US to live, if ever.
