REFUGEE FROM ITALY TO FINLAND

HELLO. A FRIEND OF MINE WHO IS FROM WEST AFRICA BUT ON A REFUGEE STATUS IN ITALY IS PLANING TO MOVE TO FINLAND FOR A NEW LIFE.
HE HAS TO RENEW HIS ITALIAN REFUGEE STATUS AT LEAST ONCE A YEAR.

THE QUESTION IS, CAN HE CHANGE HIS ITALIAN REFUGEE STATUS TO THAT OF FINNISH? WHAT ARE THE REQUIREMENTS FOR HIM TO LIVE IN FINLAND WITH HIS ITALIAN STATUS.

DOES HE NEEDS TO GO TO A FINNISH REFUGEE CAMP FOR A FRESH REFUGEE PROCESSING OR WHAT?

If he has a refugee status in Italy, he is not a refugee any more. So he will be sent back to Italy if he comes to Finland trying to play a refugee, as Italy is a safe country. To get to Finland he'd need to get a work permit etc. just like any other non-EU citizen.
