Unfortunately you wont get those phones at the prices your asking, here is the going price in Finland and all phones are Unlocked in Finland unless the user signs a special extended use contract for the proverbial unfortunates.

looks like the lowest price is 531€ your request is probably better in Netherlands, Germany or France
