Another TAX Question... Need An Advice...

I'm a foreigner (outside EU) who works in Finland.

My wife is also from my country and she doesn't work.
But she gets some money from KELA for participating Finnish course (Mamu).

My question is,
Should she get a Tax Card?

Another question,
Should I mention about her KELA benefits when I get my new tax card?
