I hope you heard about plans to bring tens of thousands of Filipinos to work in Finland. Most of them are nurses. I think 90% of those don't say even "Kiitos" in Finnish. If they could work here, why others can't?

Perhaps one should read ones sources better...
In Finland, the nurses first spend half a year in an apprenticeship programme. At that time they are supposed to learn the Finnish language. Then they take a test to be qualified as practical nurses.
If they fail... Want to guess if they get the job?
At the end of that 6 months they have to do whole lot better than say "Kiitos".

Furthermore, it is job taking care of elderly. AFAIK as low on the ladder for any kind of nurse as you can get.

I guess everyone knows how well a person could learn language in 6 months. :) I think this 6 months sort of trial period.

I'm sure state department who developed this program had the statistic about the language learning progress. To get "Tasu 1" it is required at least 12 months. Beside that first 6 months go to setup and reallocation.

6 month trial. At the end either they have acceptable ability with language or they are toast. And let's not forget that this is special deal made by Opteam instead of general practice.

Potential employer agreed to this, doesn't mean any other employer would. And as said, duties these immigrant workers get is the absolute lowest grade. Most likely more along lines of washing old folks and making sure they take their medicine.

6 months is indeed enough to learn the lingo of a low qualified routine job (mind you, I don't say a nurse in general is a low qualified job, I just refer to Tiwas examples)

It is good however to see that these projects are starting. If they work, it might lower the barrier in other fields too.
