I would like to know where is the first place where a foreigner can make a complain about discrimination at the workplace.

Tricky one...as there are many eyes and ears watching and listening to your complaints..
First all, if you manager is not doing it..then start with them. If it is the manager, start with their boss.
But, best bet is to try the Union rep. and/or HR.
But beware, that things will come out into the open and you should be able to defend and prove that it is actually discrimination based on something.
and this proof rather be very very solid. ( generally this kinda complaint goes off only as a warning so for all your efforts, I wonder if it will be wort it.)
If your HR is not taking things seriously or the Union rep. don't take it seriously, then I would contact the Union number directly ( relating to your profession)
and inside the company, you dont need to be a member of the union to complain to them.
Outside the company, it could vary on how strong your case might be for the Union.
In these kind of situations, a change in positions or companies are your best options but may take some time and effort. Remember again, that when you accuse someone of discrimination, you need solid proof that it is so and you should also be prepared for a lot of burned bridges in this case..

And like in the case of the company wanting minute schedules from employees they wanted to smoke out... its still "out in the field" with that one.

I went to Hämeen työsuojelupiiri and I've made a complain there and they opened an investigation because they had many complains during the years coming from the same company. I don't know where the investigation will go...but I have to hope that in a good direction.
The work inspectors believed my story because the background of the company is not as clean as they would want to be...

Well, as I said thats the "serious place" to go to. Now re. you quitting there being an investigation at the työsuojelupiiri isn't enough necessarily. I say necessarily... our old friend in the union business could have told you the chapter and verse. I can only say "welcome to Finland" the thing is there is no "easy" way out. You can maybe perhaps get compensation in the future, but if you jump, it'll be 3 months yo-yo... The thing is they will now try and find any good excuse for termination (which also is 3 months quarantine) which you can contest... but that won't help you now. So I'd find a new job and
