What is the Category D type visa of EEA countries?

Travelling thro heathrow:

Do People living in Finland Permanently need Transit VISA for UK?

People do not need a Transit visa if one the following matches.
A valid common format category D visa for entry to an EEA state.

A valid common format residence permit issued by an EEA state under Council Regulation (EC) number 1030/2002.
Does anyone have an idea what is this category D visa?

Depends on your citizenship.... if you have a residence permit for Finland, you are generally not required to have a transit visa for UK.

As for the category D visa:
Category D refers to national visa. They are issued by a Schengen state in accordance with its national legislation as with respect to the conditions (however, a uniform sticker is used). The national visa allows the holder to transit from a non-Schengen country to the Schengen state which issued the national visa within five days. Only after the holder has obtained a residence title after arrival in the destination country (or a different visa), he may again travel to other Schengen countries.

Does someone know more details about "common format residence permit". As far as I know, in Finland it is a sticker with photo in Your passport, on Finnish and Swedish, while in other countries it is a separate standalone document. How will Heathrow airport officials know the meaning?
Is it possible to get standalone common format residence permit with biometric data in Finland?
Did someone use official translation of their visas when transiting?

If someone could post answers to any of the questions ... Thank You.

These rules have recently changed. Effective from April 5, 2010, a new Visa Code comes into effect. As part of the new Visa Code, Schengen Type B and Type D+C visas will no longer be issued. However, those still in circulation will still be honored.

Visas are currently granted in the following categories:

Category A refers to an airport transit visa. It is required for some few nationals for passing through the international transit area of airports during a stop-over or transfer between two sections of an international flight. The requirement to have this visa is an exception to the general right to transit without a visa through an international transit area of an airport.

Category C refers to a short-term stay visa. They are issued for reasons other than to immigrate. They entitle holders to carry out a continuous visit or several visits whose duration does not exceed three months in any half-year from the date of first entry. Short term medical insurance would be recommended for this type of trip.

Category D refers to national visa. They are issued by a Schengen state in accordance with its national legislation as with respect to the conditions (however, a uniform sticker is used). The visa also entitles the bearer to stay in other Schengen countries for 3 months in 6 months. Before April 5, 2010, travel to other Schengen countries was only allowed after the holder had obtained a residence title after arrival in the destination country, or they had been issued the (now defunct) C+D visa.

FTD and FRTD are special visas issued for road (FTD) or rail (FRTD) transit only between mainland Russian Federation and its western exclave of Kaliningrad Oblast.

How will Heathrow airport officials know the meaning?
Assuming they competent for their jobs (which might of bit of wishful thinking, of course) they should know that the EU regulations DEMAND that the permit is written by national language(s) of the country in question. If the formatting is not sufficient to help them understand, I guess they should keep translations available for their reference.
The residence permit will be produced either as a sticker, if possible in ID 2 format, or as a stand-alone document in ID 1 or ID 2 format.
