Hank has helped more foreigners in Finland than you ever will.

Not bothering to find out information about moving to Finland, is no excuse for being ignorant. If you really want to move to Finland, you're willing to do the work for it too, including finding out by yourself as much information as possible, instead of acting dumb.

Johnny: There are no proper rules on the residency requirement for Kela. They try to make you think it is 2 years, as some unhelpful people have in this thread, but in practice they can't get away with that discrimination against EU citizens. You have to convince them you are here permanently, which can happen in a few months (from 4 if you're not with a Finn, immediately if you are) or it can take longer. The point is that they shouldn't treat you any differently from a Finn who is regarded as living permanently abroad.

So my advice is not to try and hoodwink them, as you seem clear about not being here permanently, unless you want to shack up with a Finnish partner in which case you get all the goodies of the Finnish state, and really annoy some people in this country.

Well yeah... KELA nowadays present the study grant eligibility requirements rather vaguely...
Foreign students

Non-citizens of Finland can get financial aid for studies in Finland if they live in Finland on a permanent basis for a purpose other than studying. This requires that they are registered as a permanent resident in the Finnish population register system. The purpose of residence in Finland is determined by reference to such matters as the residence permit, registration or acceptance to an educational institution. Applications for financial aid must be accompanied by the appendix form OT10 for foreign residents.

If you come to Finland solely for the purpose of attending a school, you cannot get Finnish student financial aid.
Go figure.

Johnny should note, however, that even if he would get accepted to TKK as a visiting student (or some other exchange student status like Erasmus), the KELA study grant would definitely be a no-no. He just might stand a theoretical chance of getting the study grant, IF he could convince KELA that his primary reason for coming to Finland was not studying - but this only IF he gets accepted as a degree student into a full-time degree programme at TKK. And even then it might be a tricky corner to negotiate, since it seems his job at the TKY is a study-related traineeship (?) and thus not something that could be considered a permanent residence...

But to Hank's defense - you've just got to love this original choice of words...

I don't think my post offered any false hope, just accurate information instead of lies.

The guy's coming here to work. If Finns want to use slave labour from EU countries then their government should support the slaves just like they would natives.

Yeah right, lets give handout to everyone.

Hey, I only earn 10k a month an am finding it a bit hard to support my partner and children, do you think I could get opintotuki if I register for a couple of courses?

That post makes no sense whatsoever.

'Handouts' are given on need, not nationality. If the guy qualifies then he gets the money, no matter how hard you stamp your expensively shod little feet.

That's not entirely true... there certainly are for postgraduate students

Exactly. The main word is "qualifies" and you don't qualify if you're a "tourist" or "temporary". And to get the "EU paper" you need to prove you are self-supporting... In the UK IIRC the wording is "not to become a ward of the state". So before you are in the computer the right way around they'll tell you to piss off.

Which they tell you to "piss off", you loose KELA card after 2 years as you do any benefits and getting back on is a similar process.
