Depends on the plumbing, its age and its design... and the things people flush... my dad tried once to flush his wallet with effort and fortitude.

While living in an old apartment building, I once foolishly flushed the cap from a can of shaving cream...

But being the "hands-on" guy I am...and knowing what would likely be found if someone else did it ...I eventually decided to lift the ancient toilet myself...and found the cap precisely lodged at the end of the toilet neck....

In the end the "anguish" of trying to decide what to do was actually worse than just going ahead and fixing it myself... :) :)

Well, the guy from the housing company is here now, and apparently the problem is fixed - the toilet is flushing merilly.
Whatever the problem was, it was exorcised successfully.

Update on the situation - So, Mario was here, the toilet is flushing, but the wax seal wasn't fixed.

I told the guy the toilet was also leaking from the wax seal, because of an unfortunate accident caused by... me getting frustrated with the toilet and... ahem... kicking the pipe (less said about that, the better).
The guy didn't re-set the wax though, he tinkered with the tank, believing probably that the problem is there, and i'm just stupid or something.

The good part though, there's no leaking from the wax seal if the toilet isn't full. So at least that's ok.
