"Metsästyslain mukaan kiellettyä on kotieläimeksi otetun kissan heitteillejättö ja hylkääminen, ja eläinsuojelulain mukaan eläimen pitopaikan on oltava turvallinen ja sellainen, ettei se vahingoita eläintä eikä vaaranna eläimen terveyttä.

Valvomatta ilman omistajaansa kulkeva kissa on heitteillä. Mikäli kissan annetaan valvomatta kuljeskella, se altistuu vaaraan joutua tappeluihin, jäädä auton alle tai joutua suoranaisen pahoinpitelyn uhriksi."

According to hunting law, it is illegal to abandon pet cat. If cat is without it's owner it is considered abandoned. Source: http://www.poliisi.fi/poliisi/poliisile ... F9002AE88B

Täh? I certainly wasn't asking about abandoning a family member. My query was about Finnish law vs yhtiötalon by-laws.

You do not understand. If that cat is not in immediate control or supervision of you or your familymember, it is considered abandoned.

In short, you may NOT by finnish law leave your cat outside alone.
It must be within your "pihapiiri", or in your case whatever area is yours. It may not leave that area without supervision or control of owner or owners. And as your piece of taloyhtiö landscape (actually you do not own it, you just have right to use it) is very small... Odds are your cat will get outside permitted area.

Better get it used to leash.

If you have a yard in the rivitalo you could fence a pen so the cat won't slip away.

Are you talking about a regular fence around the perimeter or an area that is completely enclosed, including a cover? A fence won't keep a cat in and a cat won't be happy completely enclosed.

We have to keep our cats inside because my neighbor complains about them. I walked outside one day and the cat from across the street was near my door. I was talking to it as I walked to the car. My complaining neighbor was nearby and starting railing about the cat crapping in his yard, blah, blah, blah. I told him it's not my cat, my cats are inside.

Tell your neighbour whining is not allowed and if he continues you'll rent the house to gypsies.

Today´s newspaper says that Romanian gypsies are evicted from a derelict house that they have occupied. Tell the neigbour that you really pity them and want to do something about it. There are about 20 of them.
