Minimum training qualifications for English teaching?

I'm about to enrol in a TESOL (teaching English to speakers of other languages) course and am curious about the minimum qualifications required to teach English in Finland. I'm hoping that the completion of this course will help me gain some casual English teaching work in Finland next year. I've been told that a university degree (in any field) together with a Cert IV in TESOL is the minimum requirement. Is this true? Are these jobs advertised or is it a matter of approaching potential employers with your CV to get this kind of work?
