Lost drivers licence problem, any advice greatfully recived

I rather stupidly managed to lose my UK drivers license during my move, and as I have had no car I have not missed it until now. I contacted the DVLA in the UK for advice, and they told me that because I am not resident in the UK, (i now live in Turku), they of course can not issue me a new one. They did however say that I could get a certificate of entitlement from them to take to the local authority, (I have no idea if this will be acceptable to the Finnish authorities or not and I am having trouble finding out).

Has anybody out there had any similar driving license related issues. Any advice would be greatfully received.

With the certificate they give you, you can go to the police station and get a Finnish drivers licence, at the cost of 40 Euro.

"A person who lives permanently in Finland or has been studying in Finland for at least six months may apply to exchange a driving licence issued in another EU or EEA country, excluding temporary driving licences, for an equivalent Finnish driving licence without having to take a new driving test.

A driving licence permit application must be submitted to the police in person.

When applying for a driving licence permit, the following must be submitted:
• 2 photographs (preferably black-and-white)
• confirmation that the applicant is not banned from driving in another EU or EEA country
• a valid driving licence (if the driving licence has been lost, a written account of how it was lost)."
