Moi,
I am thinking about opening a private club here in Finland. The club will be members only and membership will be offered by invitation only. I would like to sell beer, wine and spirits and also offer a simple menu.
Does anybody know what permits, licenses etc would be needed?

I'd be more interested if your privates can provide jazz tobacco, business ladies and games of chance.
same licences as any other restroom - with or without a VIP lounge.

the big part of it is the "sell" part and how the members of the club participate. if the "club" is de facto a restaurant then it requires licencing...

Is mostly done by people with some cash left and do not want to have all their 'friends' at home like miss Raikkonen etc.

Good valid question, while Im not an expert like Pursuivant or Rick1, the most logical place to find out more about permits and licenses would be the Police station because most things have to be registered thru them, of course it would benefit you if you were fluid in Finnish. they could direct you to what govermental organization if any you would have to go to.
Do a search around here for starting your own business. You would most likely have to follow the rules and regulations of the restaurant businesses for the alcohol, and Im surmising that you would also have to have deep pockets (my favorite idiom)

Actually, this was a serious question as I'd heard that if the place was a private club, the normal licensing rules didn't apply.
It would not be in any way be a public thing, nothing like a "nightclub" in, say, Helsinki. I know of such a place in Viherlaakso (The VIP Club) and that's where I first heard about it all.

Bigger question you should ask is...
Will you make profit or does your business go down the drain?
Concept of "invite only" private club is one which would require far more rich people than you have available in Finland. Specially if you are a nobody.
Remember Bläk? Or whatever they call that stupidity Mrs. Räikkönen started with husbands money... Only way it can succeed is if owner has enough social status to drag in the big money night after night. But that would require either totally alcoholic rich population or huge rich population from which to invite.
Neither are present in Finland.
So if you really want your super VIP club... Don't ask about lisences in Finland. Ask about lisences in some other nation.

To my knowledge, if you want to sell alcohol, you need anniskelulupa (Even if it is a private club)
