Thats the "Stockmann" - if they don't have it then you're screwed... pricewice you are screwed - so next door is Tuubi... and theres "cheap stuff" like canvases and paints available also in say Clas Ohlsson (on Mannerheimintie across from the Swedish Theatre)

thankyou! Next question: are there any painting classes (evening or day) taught in Helsinki? preferably in English, but I have actually taken a class in Turkey before with no Turkish ;) I've had a look at the University of Art webpage, but I was sort of looking for something a little less, well, formal and more flexible than non-degree studies

well, theres the "työväenopisto" courses, mostly in Finnish though and they're hugely popular.
