I heard that it takes very long time waiting for get Visa in Helsinki, it is very fast in Espoo. Anyone know how long it will takes to get Visa in Vantaa?

To the OP, you mean Residence permit. You cannot apply for a visa to Enter Finland from Finland!!
If you "live" in Vantaa ( as according to maistraatti, if you are registered as living in Vantaa, you Must apply for your permit serving that area:

Applications for the above permits must be submitted to the District Police of the applicants' place of residence in person or through an attorney. Applicants must go to the police station in person to prove their identity before a decision on a permit is made. Abroad, permit applications are filed with a Finnish mission.

I mean that I am living in Vantaa, i (renew) apply for residence permit, only one place i can apply for it in Vantaa, right? I would like to know how long it will takes to get it?

If your papers are right it takes 1-4 months, if your papers are wrong it takes more time...
