Well, if you’re desperate about it, there are car-like “light quadricycles” (motor vehicle class “L6e” in EU speak; see here and here) which only need an “M” class license. Requirements for getting the license: 15 years of age, a health certificate, 2 passport photos, a permit requested from the police, a successfully passed theory test at the local vehicle inspection facility. No need to attend to expensive theory classes or take driving instruction lessons or tests. (The catch? While they resemble real cars, their maximum speed is limited to 45 kph... and they cost pretty much the same as a real car.)

It should go without saying, but then so should not driving without insurance.

Don't try to get away with driving in Finland. Of course you can't rent a car without a current license, but don't think you can get away with driving a friend's car or one that a friend rented. There are random traffic stops and also some rules that are not at all intuitive to American drivers. Probably the most difficult difference to adapt to is that drivers entering from the right, even from very small roads or streets, often have the right of way. Then there is a diamond traffic sign that exempts your street or road from the requirement to yield to such drivers and another sign that cancels the exemption. You need to not only know these things intellectually but develop the correct reflexes, which don't come easily.

It's really very easy to get caught if you drive with an expired license in Finland. And it's not easy to !"#¤% your way out of the encounter. Of course I could appeal to your newly bettered sense of civic responsibility. But in case it should waver, just realize that cheating would be your biggest risk-taking yet and could land you in even hotter water than you've already been in.
As he persisted, I was obliged to tootle him gently at first and then, seeing no improvement, to trumpet him vigorously with my horn.

It seems you always need at least an M class license to drive light quadricycles; they’re not mopeds in that sense. (I think persons born before 1985 can drive a car-like, roofed three-wheel moped without a license though, in addition to the normal two-wheel mopeds/scooters... but I’m not totally sure about this.)

No, I'm quite sure it's not possible to exchange an expired US license for a Finnish one.

I'm a US citizen and have lived in Oulu for a few years now - I exchanged my license about two years ago without much hassle, just filling out paperwork. The requirement is that you've been driving here in Finland for six months, and you need to have two people sign a form verifying that you have. Your valid US license is valid here for one year, and after that you have six months to apply for the Finnish license (so you should exchange it from 6 - 18 months of your arrival date). I had a problem that between spending my first year here and applying for the license, I visited the US and renewed my MN license. I'm not sure how it is for your state, but MN licenses do not have written on them the date they were originally issued - only when they were renewed. So when I went to apply for the Finnish license, they looked at my MN license and said that I needed proof that I had had a valid license during the time I had been driving in Finland. Unfortunately I had just thrown away my old license, which naturally would have been proof, so I had to write to the MN DMV and have them send me a letter stating when my license was originally issued. After that I had no problem. Anyways, the point is that you need to have a valid driver's license in order to exchange it easily to a Finnish one.
