Any good finish custom clearance and logistic company?

My friend is planning to import some fabric (lady's fasion dress) from China by sea cargo. He is looking for a finish company/agent how is good at custom clearance and logsitic. Anybody can recommend? He is not satisfied with the one he worked with, they supporting ducument they suggest is not complete at all, the custom therefore destory some of goods and fine them. This time, he is looking for a better one.
