Never heard of ISAs or similar in Finland. Yes, Finland expects (and deserves) the tax on any savings you have elsewhere in the world, irrespective of whether they are tax-exempt in another country. Us residents pay the tax on our savings, if you become a resident how can you expect to somehow not pay?
I'm pretty sure personal pension contributions are tax deductible (I think at 28%). Better advice on what suits you would probably be gotten from a financial institution (financial advice on this forum has been a bit hit and miss in the past, often with personal opinions and incorrect facts. Better not to trust it than make a mistake with your own wonga)

Theres some tax deal on "pension funds" but now they are thinking of allowing personal investments... the taxation difference is that either they're taxed as investment or then as income... and when they are taxed is the difference.
