Since it's school education you want to know about... you could profit from these sites as well - http://www.opintoluotsi.fi/en-GB/ and http://www.infopankki.fi/en-GB/education/

"It ain't easy, but who said it would be" ... so don't give up, it just will take time to learn. There are no real shortcuts and frustration is something that comes to all...

To be honest NEECHYO I am not sure you would get into an English language lukio in Finland with your current level of English. The English language lukios (including Eira) all have an entrance test in English as well as very high grade point average requirements (mostly up in the 9s). The IB (International Baccalaureat schools) have extremely high entrance requirements (in Helsinki/Espoo this includes Ressu, SYK, Mattliden and Etelä Tapiola)

Even if you get in to an English language lukio, you will still have to sit the matriculation exam in Finnish. There is little point spending 3 or 4 years in lukio if you can't pass the final exams. Also, your Finnish is unlikely to improve in an English language school where all the students speak English to each other and you only get a few hours of Finnish teaching each week.

Which grade are you in now and where do you live?

Your best solution would be to stay in the immigrant immersion programme and persevere with your Finnish studies. You can do a 10th grade programme while you improve your grades and your language skills before applying to lukio. There are also other options like joint lukio/vocational programmes which are a hands-on way of improving your language skills.

Your current OPO in school should be able to help you make the right choices. But if you plan to live permanently in Finland, then my advice would be to keep on the Finnish programme. Even if you don't get into lukio now, it is not the end of the world. As an adult there are several schools in Finland (like Eira Aikuislukio) that provide lukio programmes for students of all ages.

Eira takes students from yla-aste (ie in their 16th year), specifically those who do not have an offer from another lukio of their choice. It operates outside the Joint Application system. IIRC it is the largest lukio in Finland (by number of pupils). Increasingly it is accepting young immigrant students age 16-19 yrs who have found that the Finnish high school system is loaded against them: poor Finnish skills make it very difficult for foreign students to get the high grade point averages needed to study in many lukios in Helsinki. AND, in most cases, they don't get any extra credit for their mother tongue language skills.

But there is an entrance test, so a reasonably good level of English is a pre-requisite. It is possible to take AICE A level courses in Eira as well as the normal lukio programme.
