Anyway, my point was not that a census is a better method, just that it is another method. I mentioned it because you couldn't conceive of any other way of doing it than the Finnish way. Do try to follow the discussion.

I cannot concieve why I should *care*? It is irrelevant to how things are done in Finland. They did censuses already in Babylonian times with reeds on clay tablets. We're a bit ahead of that, but I can understand if someone thinks clay tablets are "another way" if they've never seen anything more advanced - and it is not the collection method actually whats different but the records keeping. Besides which the UK is where the government doesn't even know how many people are living in the country so their "another" way in records keeping is evidently not working.
