I noticed http://www.verkkokauppa.com/ is shipping certain items from Åland like the Playstation controller at 45,40e (on their home page) and also some low-end phones, DVDs and blu-rays, memory cards. Apparently all items with the Åland flag are shipped VAT free

Less means under 45,40, as 45,40*0,22=9,988<10 which is the smallest amount payable (tax+duty) so if you have 5% duty involved, then your limit is lower.

Verkkokauppa sells stuff from estonia as they don't have "kasettimaksu", or its smaller or not payable from export. In Finland we pay "kasettimaksu" in casettes, cds dvds etc. as people tend to use them to copy copy protected music.
