Shortly: Jersey is part of european duty zone = no duties, but is outside european VAT zone = you pay VAT... but only if the VAT to be collected would be 10e or over... hence with VAT of 22% and 45,40 order = duty free!
for books and DVDs play ship individually. So make sure no item costs more than 45€.
For clothes, electrics etc, they combine.

I noticed
http://www.verkkokauppa.com/ is shipping certain items from Åland like the Playstation controller at 45,40e (on their home page) and also some low-end phones, DVDs and blu-rays, memory cards. Apparently all items with the Åland flag are shipped VAT free

Verkkokauppa sells also some stuff from Estonia as I've seen on their web page.

Less means under 45,40, as 45,40*0,22=9,988<10 which is the smallest amount payable (tax+duty) so if you have 5% duty involved, then your limit is lower.
Verkkokauppa sells stuff from estonia as they don't have "
kasettimaksu", or its smaller or not payable from export. In Finland we pay "kasettimaksu" in casettes, cds dvds etc. as people tend to use them to copy copy protected music.
