can a conventional refugee in italy relocate to finland? kindly let me know.

You can apply for a residence permit of course like anybody non-italian living in Italy, but it would have to be on some "normal" grounds (like job or studying)

me layman thinks 'you don't delegate responsibilities' :twisted: but on other grounds such as mentioned above, you are like any other alien (foreigner), so why not?

It depends on your refugee status and the kind of permit you got in Italy.
But if you come on your own initiative, you'll probably will be treated as a foreigner, not as a refugee. (means you're on your own, no extra help)
