I googled a bit and seems that if you want buy from estonia and bring with you drug what is classified as narcotic you need.
Finnish prescription (because you live here)
Estonian prescription (because they wont sell without)
Some Schengen paper what you can get from finnish apothecary (because of some agreement)

And even then its limited for 30days need and you cant bring more before that 30 days is over.
Simple and easy isnt it

But if you need a script to even buy it in Tallinn, the plan wouldn't work I guess. Personally I think it would cost more to go over and buy it than just to get the script here.
Then he needs that schengen stuff and/or prescription from where he lives ;)

I found it strange here that you couldnt get co codamol even over the counter just brufen and paracetamol. I tried to get something for migraines too but you have to visit the dr for that too and get it prescribed, drug laws here seem pretty tight, maybe a good thing I dont know....

The Food and Drug Administration in the US is citing safety reasons in lowering the over-the-counter (non-receipt) dosages that can be sold here of paracetamol (known here as acetaminophen). They feel the safety margin is too small there have been too many cases of liver damage without known pre-existing risk factors.

It's rather surprising because among major medication-regulation agencies, they tend to be among the last to see a problem or react to it. It's their practice to call the drug companies their "clients" -- so who knows what they call us, the tax payers. Chopped liver, perhaps. Seems particularly apt in this case, doesn't it?
As he persisted, I was obliged to tootle him gently at first and then, seeing no improvement, to trumpet him vigorously with my horn.

Some supermarkets though, it was probably a Tesco will only sell two packs of painkillers in total to one customer ... it's happened to me a couple of times, in which case I've handed off a couple of packs to the missus to buy separately.
If you use the self service checkout at tesco then as you scan each pack it will warn you that max 2 packs are allowed, but it will sell you as many packs as you like.

No, you find a chemist that is open on a Sunday. They exist.

Or you have a stockpile at home. Unless of course you're into popping all the pills at once - which seems to be the cause for the sales restrictions.
