Yeah, but is it not the case that the government chips in with the 160 - 250 euro per month as an alternative to sending the baby to daycare? And is it not the case that one of the parents cannot be at home, the both parents need to be working outside the home? In otherwords, if you go back to work after the parental leave, but choose to have a carer at home as opposed to sending baby to paivakoti, then you get this financial help. I understood it is not for families where the mother is at home (well, usually the mother), they get some tax break instead. Otherwise it kind of would be like the government paying for a servant to mind the kid while you do whatever, wouldn't it? I think she might get confused here and think the government will give her a nanny for 250 a month for no real reason. Maybe her heart condition warrants it?

There is likely no chance to get your friend in Philippines, as the Finnish Immigration Service states that; The Philippines does not permit its citizens to travel to Europe as au pairs and they are advised not to apply for a residence permit for this purpose.
