Hello everyone,


I want to buy a second hand luxury bag from ebay. if the items are located outside EU, like USA or Japan, is there any import tax for it?

I have quickly looked on www.tulli.fi and www.vero.fi and I cannot find any ruling that says you would have to pay import duty on second hand goods from outside the EU.

But I suggest you call or email tulli and ask them directly. You might have problems when you pick up the parcel, especially if the bag looks new. It is important that the sender clearly identifies the fact that the bag is used. If the seller can include the original price tag and receipt of purchase to show exactly how much they paid and on which date that would be proof it is second hand.

It is a grey area and I think Tulli are always on the look out for people who try to avoid paying duty and VAT. And be careful about counterfeit products, since they can be seized by customs and then you lose everything.... the bag, the money and you might have to pay a fine as well.

Beware, while f.ex. in France you can receive parcels from the US without any trouble in years, about one in eight or ten US parcels were seized by the Finnish customs since this summer. Especially the big ones with a random declared value (tell your seller). If no receipt is included, the customs will ask you to bring one to justify your purchase, and they'll apply the VAT, be it used or not (last one was a huge CD wholesale package, and they applied the 22 pct VAT to about half of the stock and a lower rate to the rest -- although ALL the CDs were used, though some in mint condition.)

that's it.... the tulli will assume it's new unless you can prove it is second hand. So if they feel in that kind of a mood, they will add 22% to the recommended retail price (which is probably much more than you paid for it) plus the freight and duty :twisted:

The 22% is VAT, but how about import tax which is also levied in certain things?

Yes expect to pay some import/VAT tax if the item has a certain value.

Some time ago I bought on eBay some videotapes (Leonard Bernstein's lectures on music) from US.
I forgot to tell the seller to indicate value and description of the parcel, so it was blocked by Tulli.
They sent me a letter with request to explain what the package was, value, etc.
I went to their office and explained that it was a 2nd hand purchase from eBay.
In order to decide whether there was some tax to be levied they needed to see the
price/value of the item, which I did not remember or could otherwise demonstrate.
However, the lady at the desk offered me to log on directly to my eBay account from their terminal :o
from there she checked the paid price and as it was below the minimum
(around 30-40€? I can't remember exactly) I could leave the office with the tapes and
without paying any additional tax.
