I'm coming to this conversation rather late--does anyone have any news? Skirt steak and flank steak are actually two different cuts. Flank steak is 'kuve' in Finnish and can apparently be special ordered from places like Reinin liha in Hakaniemi. However, they told me that skirt steak is not used in Finland (perhaps it's just thrown in the grinder for mince!). I'd love to know if anyone has had better luck. It's skirt steak in particular that I'm looking for, but I wouldn't object to flank steak either!

You can get Flank steaks from Kespro outlets. They are pretty pricey though, around 22€ / kg.

You need to have a company to be able to buy from Kespro. But any company will do :)
