Well a kid has to pay when it is 7 years old, but people do take the piss just to save a couple of euros. I have seen kids 5 or 6 in push chairs on the buss. I think 4 should be the limit.

Lucky you! I live just outside the Tampere city border, where no bus trip is free for anyone, ever, buggy or not! Paunu Buses are so stingy that you must pay for any kid over 3. If I take a family trip to Tampere, only 20 minutes by bus to the centre, it is 17 euros for the round trip for me & the kids! There was a man taken to court in Tampere, once, because he tried to get the free, city bus travel by taking a pram, pretending it was a baby under the blankets, but he got caught carrying beer!
