True - in some cases, the Universities of Applied Sciences (UAS = polytechnics) may occasionally arrange entrance examinations abroad, for example, at the embassies. But whether this kind of opportunity is offered in country X may vary from one year to another, AND it needs to be agreed on between the Embassy and the UAS well in advance - the point being that you can not just "walk in" to the embassy andd say okay I'll do the exam now. Entrance examinations arranged abroad, generally speaking, an exception, and unless the insitution that you have applied to offers such a possibility, you usually would need to come to Finland to take the exam.
AFAIK all the
eligible candidates are usually invited to take part in an entrance exam... yews, it says on the admissions website that "All applicants who meet the admission criteria receive invitation letters to the examinations". The thing might be that those applicants who -for some reason- are NOT eligible, will not receive any notification ('rejection letter'). So... go figure
