There is a Finnish statistics site where you could find the available information.
Google is your friend.
I do know that the unemployment amongst foreigners in Finland is between 20 and 30 percent. And they use a system in which many people without work are not labelled as unemployed (students, ...). But those people are looking for jobs!

I'm a foreign student in Helsinki. I've been traveling for the last 6 months, but am soon headed back to Finland. Is the situation with all jobs really that dire, or are people complaining here on the forum speaking mainly of, well, dignified work or work where spoken Finnish isn't necessary? In the past I've had no problems finding cleaning jobs, even after the onset of the economic crisis. Have things really changed to the point where people are finding it hard to secure even that kind of simple work?
