You need to think
(1) Business (statutes (tmi/Oy etc), Alv, company tax...etc) see www.prh.fi and Entreprise FInland
(2) Personal situation (Are you officially resident in the EU? Do you receive any social benefits?)
There is no YES / NO answer to this one. It depends on lots of things such as where the company would be registered, whether you are a shareholder or an employee of that company (or both) and whether you are officially resident in the EU.
But,
IF you are non-EU and not officially residant in the EU then it is more difficult to register a company here.
IF you are officially residant in the EU then you can start a company in Finland (whatever that company does)
But,
Your income from the business may effect your status as a student (I don't know about this).

Why would the Customs office care? They're not the ones issuing resident permits.
