Elderly and driving priveleges

My wife's father is 79 and has dementia. He hasn't been driving for 5 years but now he wants to drive again. Is there an agency to notify about this? I don't think he is capable of driving and it would be awful if he hurt himself or someone else.

Does he have driving licence? It expires at age of 70 and after that age can be given for at most five years at a time.

(I assume the part of the problem is that you wish not offend him and therefore prefer to use legal obstacles instead personal knowledge of his health as much as possible. Lack of licence would be a good starting point)

You could talk to his doctor. Doctors are mandatory reporters to the police, if they have a patient that no longer is capable of driving.

But yes, first check if he even has a valid driver's license.

Lack of a driver's license isn't something that can stop someone from driving if they really want to. Take away the keys or get rid of their car.
