It’s hard to say what is the exact reason for K.F.C. not having a presence in Finland but I don’t think health-consciousness has anything to do with it. Fast food, in general, is seen as unhealthy in Finland, just like in most countries, but kebab/pizza places, local grills, burger joints etc. are numerous and all over the country. We could do with some more variety but the volume is there and they’re certainly not shunned by the locals.
It could be just a scale of economy thing. A country of five million, plus some, with a relatively large and sparsely populated land area, can only support so many fast food franchises. As for synergy within the EEC/EU economic zone (centralized purchases, transport, etc.), Finland is essentially an island, as you can see
