Both mother and I are foreigners not resident in Finland, but my son is in the hands of a Finnish "friend" who I had asked to watch my child for a while but now refuses to return my child, and is using the beaucracy/CPS to prevent me from getting my child. His ultimate goal is to keep my child for good, by causing the mother and I to fight over custody and thus prevent the child from leaving Finland,
It looks like he is playing the "abandon card". Both his mother and his father left without him. It is unfair to the child, it needs protection.
This is difficult to fight unless the custody is settled.
I am a US citizen living in the US; mother (we are not married) is a Chinese citizen living in China.
This doesn't help your case. Custody goes normally to the mother with visiting rights for the father.
If you can prove the mother is not fit to take care of your son, your friends case is already 50% proven.
if I show up, my friend will just call the police who will march me away,
Indeed, since you have no legal decision to back up your case.
Child is a US citizen.
Finnish immigration says I can leave with my son,
Finland can not detain a foreign citizen without a court order.
Although a man travelling alone with a small child, will get some questions at the airport (about his right to travel with the child)

This is a very difficult situation and you cannot solve it without a lawyer (and even then the results might be disappointing)
Free social services can do nothing for you.
And €1000,- as a retainer will disappear overnight in this case. Be prepared to spend a lot more. (Lawyer and travels)
The best option in my mind is to make a deal with the mother (she abandoning her rights or you both acting together)
With the one child policy in China she might be out of the wedding market if she keeps/get the child.

An other option is to get your son to the US for a visit and then use the US legal system to prevent him going back.

I don´t know if it is public or private. Looks like it was founded by some nuns 50 years ago. The school is free, only possible after school activities cost.
